The Significant Business Risks Register sets out the key risks to Babergh District Council in achieving its corporate aims and priorities. It details:
  • Threats and opportunities - vulnerability, triggers and consequences
  • The controls and mitigation measures that are already in place and the actions that Management needs to consider in order to manage down the risks.
This register replaces the Strategic Risk Register that was put in place in May 2005.

The risks are categorised in terms of their likelihood and impact and each risk is then mapped onto a Risk Matrix.

The council’s appetite for risk is determined by setting a tolerance line or risk threshold. All risks, as they are above this line, are seen as requiring active management and action.

A Management Team lead has been identified for each key risk, along with support officers who will assist in monitoring and managing the risk.

The aim is to manage each risk so as to reduce the likelihood or the impact, by putting measures in place to support the achievement of Council aims and priorities.

In the short-term (12 months) target scores are indicated for each risk. In the longer-term, if the risks can be managed sufficiently, they can eventually be brought ‘below the line’, meaning that sufficient action has been taken to avoid the need to actively manage the risk.

Risks change over time – new ones emerge or existing risks become more or less significant as a result of external or internal factors. The Risk Register is a living document, which will be regularly reviewed, monitored and updated, with formal Member consideration on a quarterly
basis.
