The proceedings were opened with Prayer.

16 DECLARATION OF INTERESTS

Mr R E Kemp subsequently declared a personal interest in respect of the item referred to in Minute No. 20 below by virtue of being a Member of Suffolk County Council but indicated that his interest was such that he was able to speak and vote on the matter.

20 IPSWICH BOROUGH COUNCIL UNITARY PROPOSAL – CONSULTATION RESPONSE

The Chief Executive submitted a report (Paper G30) requesting the Council to approve a response to consultation by the Secretary of State for Communities and Local Government on a bid submitted by Ipswich Borough Council to create Unitary Local Government arrangements on the current administrative boundaries of the Borough Council.

The Chief Executive also referred to an Appendix to Paper G30 that had been circulated prior to the day of the meeting.

A discussion then ensued on this item and the Chief Executive answered a number of questions from Members.

RESOLVED

That the draft response to the consultation by the Secretary of State for Communities and Local Government on the bid submitted by Ipswich Borough Council as contained in the Appendix to Paper G30 be approved subject to the following amendments:

Page 3 – third paragraph – in the second line delete the word “willing” and replace with “keen”.

The business of the meeting was concluded at 11.10 a.m.
