The Director of Corporate Services to report, in accordance with Council Procedure Rule No. 13, the receipt of any petitions submitted to the Chief Executive.

QUESTIONS FROM MEMBERS

The Chairman to answer any questions on any matters in relation to which the Council has powers or duties which affect the District and which fall within the terms of reference of the Committee of which due notice has been given in accordance with Council Procedure Rule No. 15.4 – (a) and (b).

SITE INSPECTIONS 

In addition to any site inspections which the Committee may consider to be necessary, the Chief Planning Control Officer will report on any other applications which require site inspections. 

The provisional date for any site inspections is Wednesday, 25 November 2009.

PLANNING APPLICATIONS FOR DETERMINATION BY THE COMMITTEE

Schedule containing the HMS Ganges application attached, together with a copy of the Development Committee’s decision on the public speaking arrangements for this item. 

Schedule of applications attached. 

An Addendum to Papers J129 and J132 will be circulated to Members prior to the commencement of the meeting summarising additional correspondence received since the publication of the agenda but before 12 noon on the working day before the meeting together with any errata. 

Notes:   

(1)       A buffet lunch will be provided for Members in Cricket Meadow View Room. 

(2)       Where it is not expedient for plans and drawings of the proposals under consideration to be shown on the power point, these will be displayed in the Council Chamber prior to the meeting.

DEVELOPMENT COMMITTEE MINUTE NO 24 – 1 JULY 2009  

PUBLIC SPEAKING ARRANGEMENTS FOR HMS GANGES – RESERVED MATTERS 

The Director of Corporate Services reported that under the Council’s policy for public speaking on planning applications there is provision for only one representative from each group to speak save in exceptional circumstances. 

Due to the public interest in the Application, (for approval of Reserved Matters for a Retirement Community) and after consultation between Officers and the Chairman, alterations to the normal arrangements for public speaking were recommended to the Committee.  The Chief Planning Control Officer clarified the position regarding Outline and Reserved Matters Applications on the site in response to questions from Members. 

RESOLVED 

(1)       That the time limit for speeches from the Applicant (or their representative) and the representative of Shotley Parish Council be extended from three minutes to five minutes. 

(2)       That up to four speakers be entitled to speak from each of 

(a)               the objectors’ group and

(b)               the supporters’ group 

for up to three minutes per speaker.
