73    SITE INSPECTIONS 

The Chairman advised the meeting that he had received requests for site inspections for the following:- 

(a)   Hadleigh

Application No. B/07/01269

Erection of floodlighting at Millfield, Hadleigh United Football Club

Mr B Riley requested a site inspection to enable Members to assess the impact of the lighting on the amenities of the area. 

(b)   Sudbury

Application No. B/07/02010

Full application  - erection of two-storey and single-storey rear extensions, 46 Elm Road, Sudbury

Mr N A Bennett requested a site inspection to enable Members to assess possible loss of light.

The Committee considered the requests for the site inspections but concluded that site visits were not required. 

RESOLVED 

That site inspections be not held in respect of the sites referred to in (a) and (b) above.

During the course of discussion of this item a proposal was made to defer its consideration for a site inspection to enable Members to assess the impact of the proposal on the street scene and possible over development. 

RESOLVED 

(1)    That consideration of the recommendations of the Chief Planning Control Officer contained in Item 14 of Paper G195 be deferred. 

(2)    That a site inspection be held on Wednesday 13 February 2008, that the Panel of Members listed below be appointed to inspect the site and that a report thereon be submitted to the next meeting of the Committee if appropriate:-

  • The payment of contributions towards off-site Public Open Space provision.· 
  • For the houses to be affordable houses for rent in perpetuity. 

(2)     That, subject to the Planning Obligation referred to in Resolution (1) above being secured, the Chief Planning Control Officer be authorised to grant planning permission subject to the following conditions:

  • Boundary treatment/means of enclosure
  • Landscaping
  • As recommended by LHA
  • As recommended by EA

(1)    That the Solicitor to the Council be authorised to secure a Planning Obligation under Section 106 of the Town and Country Planning Act, 1990, to provide: 

  • a financial contribution towards the provision of Public Open Space.

(2)    That, subject to the Planning Obligation referred to in Resolution (1) above being secured, the Chief Planning Control Officer be authorised to grant planning permission subject to the following conditions:

  • Low impact dwelling condition
  • Landscaping details to be submitted
  • As per LHA requirements
  • Material samples to be submitted and details of point of source

Full Application – conversion of industrial building to provide nine two bedroomed dwellings, alterations to existing vehicular access (existing store to rear of industrial building to be demolished), List House Works, Hall Street.


RESOLVED

 
1)    That, subject to the satisfactory resolution of the design issues, the Solicitor to the Council be authorised to secure a Planning Obligation under Section 106 of the Town and Country Planning Act, 1990, to provide: 

  • the payment of the recreation contribution (policy HS32)

(2)    That, subject to the Planning Obligation referred to in Resolution (1) above being secured, the Chief Planning Control Officer be authorised to grant planning permission subject to conditions, including: 

  • Samples of materials
  • Landscaping
  • Details of boundary treatments (including retention/rebuilding of the existing brick boundary walls)

Full Application – erection of three single storey dwellings with garages, construction of new vehicular access, land west of Phylward House, Coppers and Crowbrook, Rodbridge Hill. 

RESOLVED 

(1)    That the Solicitor to the Council be authorised to secure a supplementary Planning Obligation under Section 106 of the Town and Country Planning Act, 1990, to provide: 

  • the payment of contributions towards the off-site provision or upgrade of existing areas of public open space and the provision of one unit of affordable housing

 

(2)    That, subject to the Planning Obligation referred to in Resolution (1) above being secured, the Chief Planning Control Officer be authorised to grant planning permission subject to the following conditions: 

  • Materials
  • As recommended by Environmental Services
  • As recommended by LHA
  • Boundary treatment/means of enclosure
  • Remove permitted development – Classes B and C

(3)    That, in the event of the Planning Obligation referred to in Resolution (1) above not being secured, the Chief Planning Control Officer be authorised to refuse planning permission for the following reasons:

  • Inadequate provision for public open space/ play equipment (Policy HS32 and PPG17). 
  • Inadequate provision for affordable housing (Policy HS09)

75    PLANNING PERFORMANCE

The Chief Planning Control Officer introduced Paper G196 which provided an overview of the number of planning applications being considered, an indication of performance against Government targets, information on income from fees and details relating to planning appeals.   

RESOLVED 

That the report be noted.

76    PLANNING POSITION STATEMENT: E-ON WHERSTEAD OFFICE PARK  WHERSTEAD

The Head of Natural and Built Environment submitted a report (Paper G197) on the proposed adoption of the Planning Position Statement for the Wherstead Office Park, Wherstead currently occupied by E.ON which intends to relocate away from the site. 

The Statement contained, in Appendix A to Paper G197, a summary of the current relevant policy and development control issues surrounding the site, Babergh’s approach to the re-use of the site, and the adjacent allocated land. 

The following updates to the Statement were noted:-

Paragraph 1.2 - final sentence addition of E.ON UK PLC. 

Paragraph 2.7 - substitute the figure 370 for the figure 300 in the first line. 

Paragraph 9 - The inspection of and enquiries regarding this site should be made to John Spice at Bidwells. 

It was noted that the Strategy Committee at its meeting on 7 February would consider any recommendations from the Development Committee and the adoption of the Statement.

RECOMMENDED TO STRATEGY COMMITTEE 

That subject to the minor amendments referred to above the adoption and publication of the Planning Policy Statement attached as Appendix A to Paper G197 be agreed.

(1)    The meeting was adjourned between 11.00 a.m. and 11.20 a.m. for refreshments. 

(2)    At the conclusion of the meeting a Standards Board DVD entitled “The Code of Conduct – The Code Uncovered” was shown to Members.
