REQUEST FOR MINOR AMENDMENTS TO APPLICATION REFERENCE B/06/01811/FUL - ERECTION OF DETACHED PART TWO-STOREY AND PART SINGLE-STOREY GUEST ACCOMMODATION BUILDING - THE CROWN, PARK STREET- STOKE BY NAYLAND
The Chief Planning Control Officer to report that planning permission for the erection of detached part two-storey and part single-storey guest accommodation building was granted at the site on 15/2/07. The applicants have requested minor amendments including:-
- Minor changes to fenestration
- Condenser on SW elevation
- Porch to SE elevation
- Change to internal layout
- Extension to boiler room
- Solar panels to roof slope
The Parish Council and neighbour object for a number of reasons:
- A window has been replaced by a door in room 8 - concerns over more noise and movement as this is a disabled room there is potential for cars to pull up outside this door close to the neighbour’s boundary.
- Door inserted by service room (cleaning/linen room) - concerns over more noise and movement close to neighbour’s boundary.
- Condenser should be repositioned away from neighbour’s boundary to minimise noise impact.
- Porch outside front entrance door - increase in already large footprint and roof line at odds with rest of building.
- Boiler room extended, which could mean larger boiler and more noise.
The doors to room 8 have been added as a building regulations requirement, but main access to this room will remain via the front entrance. There are no plans to provide a driveway to these doors for cars. In any event , hard and soft landscaping has not been submitted to date, and these plans will need to show treatment for this area, presumably a footpath only. The Officer’s view is that there would be no material impact upon residential amenity for the following reasons:-.
1. The door to the service area has not been removed from the plans, which obviously removes this as an issue.
2. The condenser unit is for air conditioning purposes. This is located approximately 9 metres from the neighbour’s boundary and next to the service area of the existing public house. The maximum sound from this unit is 60 db A, which is similar to the noise made by a fridge freezer. It is considered that there would also be no material impact upon residential amenity.
3. The Porch is a minor addition, which is an open sided porch with a maximum floor space of only 8 square metres. There will be no impact upon visual or residential amenity, and again is considered acceptable.
To conclude, the request for minor amendments is considered acceptable as it would not lead to a development which would reduce the amenities enjoyed by occupants of neighbouring property. The changes would be compatible within the site’s setting within a Conservation Area and AONB and would not impact upon the setting of listed buildings, and thereby is in accordance with development plan policies.
It is recommended that the minor amendments to the approved plans B/06/01811/FUL as detailed above be agreed.
