Mr A J Hinton declared a personal interest in Item 1 of Paper K165 in his capacity as Chairman of East Bergholt Parish Council, the Parish Council having already considered the application. He stated that he would speak for up to three minutes on the item but would not be present during the discussion, to avoid any perception of bias arising from the Parish Council’s dealings with the landowner on a private and unconnected matter. He was the first Member of the Committee to speak after the applicant and the Ward Member had addressed the Committee, and he left the Chamber after speaking.
Mr P K Beer subsequently declared a personal interest in Item 8 of Paper K165 as a member of the Suffolk County Health Scrutiny Committee but indicated that he was able to speak and vote on the matter concerned.
Mr B L Lazenby subsequently declared a personal interest in Item 5 to Paper K165 in his capacity as a trustee of South Suffolk Leisure which is responsible for a leisure facility in Sudbury but indicated that he was able to speak and vote on the matter concerned.

Notwithstanding the recommendation of the Chief Planning Control Officer to refuse planning permission for reasons including adverse impact on the countryside and the absence of a Contaminated Land Assessment, a motion to grant planning permission was approved on the basis that the proposal would have no adverse impact on the countryside and was therefore not in conflict with Policies CN01 and CR01, and that the requirement for a Contaminated Land Assessment could be the subject of an appropriate condition.

- The proposed layout, design and relationship to neighbouring properties would result in an uncomfortable and incongruous addition which would fill an important space in the street scene contrary to Policies HS02, HS28 and CN01 of the Babergh District Local Plan, Policy ENV7 of the EEP and national guidance in PPS1 and PPS3.

Notwithstanding the recommendation of the Chief Planning Control Officer to grant planning permission subject to conditions, a motion to refuse permission was moved for reasons of adverse impact contrary to Policies HS33 and CN01 and was carried on being put to the vote.

Notwithstanding the recommendation of the Chief Planning Control Officer to grant planning permission and Listed Building Consent subject to conditions, a motion to refuse the applications on grounds relating to amenity (HS33) and adverse impact upon the Listed Building was moved but lost on being put to the vote.

The proposed Spine Road is approximately 840m long and designed to adoptable standards including pedestrian footpaths shared cycle/footway and traffic management measures (extension of time to condition 01 attached to planning permission B/07/01237/FUL), former HMS Ganges site, Caledonia Road. |
