MINUTES OF A MEETING OF THE OVERVIEW AND SCRUTINY (COMMUNITY SERVICES) COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON TUESDAY, 30 JUNE 2009

Mr D L Wood was unable to be present.
Mr B D Hurren declared a personal interest in the item referred to in Minute No. 15 below by virtue of the fact that he is a member of the Suffolk Wildlife Trust but indicated that his interest was such that he was able to speak and vote on the matter concerned.

That the Minutes of the meeting held on 26 May 2009 be confirmed and signed as a correct record.

The Head of Community Development submitted a report (Paper J48) detailing the activity funded in the first completed year of operation of the Council’s new Discretionary Grant Policy.
Sara Jackson, Community Partnerships Manager, presented the report and introduced representatives from the Suffolk Wildlife Trust, Home Start Babergh, Suffolk County Council and the Quay Theatre, Sudbury who had been invited to speak at the meeting about projects which have been supported by the grant policy under each of the Council’s Strategic Themes:-
A Cleaner, Greener Babergh
Kerry Vaughan from the Suffolk Wildlife Trust spoke to the Committee about the Ager Fen and Spouse’s Vale Nature Reserve and explained how grant money received from the Council under this theme has helped to fund improvements to the nature trail.
A Safer and Healthier Babergh
Lance Spraggons from Home Start, Babergh spoke to the Committee about this organisation and explained how grant money received from the Council under this theme has helped with their running costs.
A Strong and Sustainable Babergh Economy
Yvonne Moores from Suffolk County Council spoke to the Committee regarding Suffolk Rural Development and explained how grant money received from the Council under this theme has helped to fund the work carried out by this organisation.
Vibrant Places, Strong Communities
Robert Benton from the Quay Theatre, Sudbury spoke to the Committee about the financial situation of the Quay Theatre and explained how grant money received from the Council under this theme has helped with their running costs.
Sara Jackson, Community Partnerships Manager, and each of the representatives then answered various questions from Members.
Members welcomed the opportunity to hear from organisations which have received funding from the Council and thanked the representatives for attending the meeting.

That the content of the report be noted.
Members had before them the annual report of the Development Committee for 2008/09 (Paper J49). The Chief Planning Control Officer introduced the Committee’s report and together with the Head of Natural and Built Environment answered Members’ questions on various issues raised which included the following:-
- Pre-application consultations
- Quality control for Building Control
- Planning enforcement
- Sustainability of the Local Development Framework
- Workshops for Parish Councils
RESOLVED
That Paper J49 be adopted as the annual report of the Development Committee for 2008/09.
The Director of Corporate Services submitted a report (Paper J50) which provided details of Committee’s anticipated work for 2009/10 including any items that may be the subject of call-in procedures.
The following amendment to the Work Plan was noted:-
