MINUTES OF A MEETING OF THE DEVELOPMENT COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON WEDNESDAY 10 DECEMBER 2008

63    DECLARATION OF INTERESTS

Mr R Whiting declared a personal interest in Application No. B/08/01320 (Paper H153 – Item 2) as the applicant is known to him.  He was not present during consideration of the item. 

64     MINUTES

RESOLVED

That the Minutes of the meeting held on 12 November 2008 be confirmed and signed as a correct record.

65      PETITIONS

The Director of Corporate Services reported that in accordance with Council Procedure Rule No.13, a petition had been submitted to the Chief Executive relating to:-

Former Sugar Beet Factory, Sproughton

Petition signed by approximately 250 residents opposed to any future “Heavy Industrial” Development.  The petition will be taken into account when any planning brief is prepared or planning application submitted.

(1)       That site inspections be held on Wednesday 17 December 2008 in respect of the under-mentioned sites prior to consideration of the applications by the Committee:-

Full application – conversion of Dairy Barn to one dwelling and associated landscaping, Alton Green Farm, Alton Green.

 

Mr D C Rose, Ward Member for Holbrook requested a site inspection to enable Members to assess the impact of the development on Alton Green.   

 

HADLEIGH

 

Application No. B/08/01760

 

Full application – erection of new Hadleigh Leisure facility and associated site works, Hadleigh Swimming Pool, Stonehouse Road.

 

Mr P J Holbrook requested a site inspection to enable Members to assess the impact of the development on the Conservation Area and local amenities.

68    PLANNING APPLICATIONS FOR DETERMINATION BY THE COMMITTEE

Members had before them an Addendum to Paper H153 (circulated to Members prior to the commencement of the meeting) summarising additional correspondence received since the publication of the Agenda, but before 12 noon on the working day before the meeting, together with errata.  It was reported to the meeting that in the Addendum the comment made by Juliet Lunn regarding Item 2 of Paper H153 should relate to Item 3. 

Details of further representations received in respect of Item No 5 were reported to the meeting and considered and taken into account before a decision was made in this case.

RESOLVED

That planning permission be granted subject to the following conditions:-

·    Removal of Permitted Development Rights for further extensions

·    Surface and foul water drainage details to be submitted

Full application – change of use of part of land from agricultural to grazing of horses and change of use of buildings to stables.  Change of use of agricultural land to caravan storage area (extension to existing caravan storage area) and construction of earth mounds (to accommodate landscaping), Hope Farm, Bramford Road.

RESOLVED

That planning permission be granted subject to the following conditions:-

·    Landscaping

·    Details of hard-surfacing to caravan area

·    As required by LHA

·    Details of fencing

·    No burning of waste on site

·    Details of waste/manure disposal

·    Implementation of use of land for grazing of horses prior to the use of land for caravan storage

·     Hedgerow to be maintained

Full application – erection of detached double garage, Green Farm, White Street Green

A motion to grant planning permission subject to appropriate conditions was moved.  Upon being put to the vote this was lost. 

Notwithstanding the recommendation of the Chief Planning Control Officer to grant planning permission, a motion to refuse planning permission was moved as Members considered that the proposal was contrary to policies CN01 and CN06 by virtue of its scale and location and impact on the setting of a listed building.  Upon being put to the vote this motion was carried.

RESOLVED

That planning permission be refused for the following reasons:-

·    Inappropriate scale and location contrary to Local Plan Policy CN01

·    Adverse impact upon the setting of a listed building contrary to Local Plan Policy CN06

Full application – erection of one and a half storey detached dwelling, erection of detached garage/store (following demolition of existing detached single storey house), Woodfield, Stackwood Road, Hadleigh Heath.

That planning permission be granted subject to the following conditions:-

·    Soft and hard landscaping conditions

·    Removal of permitted development rights (extensions, outbuilding and boundary treatment)

Paper H153 – Item 3

 

Outline application – erection of two detached one and a half storey dwellings with attached garages (following demolition of existing single storey dwelling).  Construction of new vehicular access, Silver Birches, Silver Hill

RESOLVED

(1)     That the Solicitor to the Council be authorised to secure a Planning Obligation under Section 106 of the Town and Country Planning Act 1990. to provide:

A financial contribution to the provision or upgrade of public open space.

(2)     That, subject to the completion of the Planning Obligation referred to in Resolution (1) above to the satisfaction of the Solicitor to the Council, the Chief Planning Control Officer be authorised to grant planning permission subject to conditions, including –

·    Submission of reserved matters

·    Materials

·     Landscaping

·     Levels

·      Any as required by the LHA

(3)         That, in the event of the Planning Obligation referred to Resolution (1) above not being secured, the Chief Planning Control Officer be authorised to refuse planning permission for the following reason: 

·    Inadequate provision of public open space and play equipment contrary to Policy HS32 and PPG17

Application for Listed Building Consent – external and internal alterations to existing single storey rear outbuilding (part demolition of existing PVC covered storage area), Lime Tree House, Hall Street.

RESOLVED

That Listed Building Consent be granted subject to the following conditions:- 

·    Standard time limit

·    The boarding being stained black

Full application – erection of 2 B1 units: removal of portacabins, sheds and lorry containers, Quansboro Plastics Ltd, Acton Place Industrial Estate.

RESOLVED

(1)       That subject to the receipt of an acceptable work method statement and tree protection plan the Chief Planning Control Officer be authorised to grant planning permission subject to conditions as set out in Item 6 of Paper H153.

(2)       That in the event that an acceptable work method statement and tree protection plan are not received the Chief Planning Control Officer be authorised to refuse planning permission on the grounds that the development would have an adverse impact upon trees contrary to Local Plan policies EN04 and CN01.
