How does a building or structure become listed or de-listed?
Buildings or structures are listed because of their architectural or historic interest. Anyone can suggest a building or structure to be listed or de-listed; and this is done through English Heritage. Please note that such requests do not need to be made by or through Councils (such as Babergh). When a request for listing or de-listing is made, English Herigate examines the case and makes a recommendation which then goes to the Secretary of State for Culture, Media and Sport for the final decision.

Do I need to apply for planning permission for works to a listed building?
Listed buildings are protected by the Planning (Listed Buildings and Conservation Areas) Act 1990 which is designed to ensure that such buildings are properly protected from neglect, inappropriate alteration, extension or demolition. All of a building is listed, including its interior and any object or structure fixed to the building or sited within its curtilage that dates from 1st July 1948 or earlier. Consent is not usually required for repairs but if these would affect the character of the building then consent is required and accordingly, anyone contemplating such works is strongly advised to seek the Council's advice before any work is carried out.
You are legally required to obtain the necessary consent for any alterations, extensions or changes to the building and associated structures within the curtilage. This includes unauthorised works carried out by previous owners. It is a criminal offence to demolish, extend or alter a listed building without first obtaining Listed Building Consent.

Do you offer any advice on Listed Building repairs?
The Council can provide advice on the repair, maintenance or renovation of listed buildings, although the conservation officer who provides this advice only works one day a week, usually a Thursday (this may change from time to time). If you ring any other day someone will take a message and pass it on. Some other useful links in terms of advice on listed building repairs include: Building Conservation and the Society for the Protection of Ancient Buildings (SPAB).
Please note that the Council cannot provide recommendations on external contractors but you are advised to seek a suitably experienced, skilled and reputable building contractor.
Are there any grants available to repair, renovate, maintain and improve listed buildings or to carry out environmental improvement schemes?
There are now very few instances where public sector funding will be available for works or improvements for the historic environment. The Council does not have any grants available for these schemes and it is unlikely that this situation will change in the future. However, in limited cases, listed buildings of very special interest and scheduled monuments may qualify for grant aid from English Heritage, especially if they appear on the English Heritage Buildings at Risk Register.
