| Under the Pollution Prevention and Control (England and Wales) Regulations 2000 (the "PPC Regulations"), certain "scheduled" industrial activities and businesses require a permit from the regulator before they can lawfully operate.
These activities are listed in the PPC Regulations 2000, as amended (Statutory Instrument 1973). The relevant legislation can be viewed on the Office of Public Sector Information website: http://www.opsi.gov.uk/.
The PPC Regulations introduce three separate, but linked, regimes of pollution control:
A permit will not be issued unless the Council or the Environment Agency are satisfied that the installation utilises the "best available techniques" to prevent or control pollution. For Part A1 and A2 installations the permit conditions must cover pollution to air, land and water. The permit may also cover energy efficiency, site restoration, noise, odour, waste minimisation, accident prevention and heat and vibrations. Permit conditions for Part B installations will only cover emissions to air.
