| Our target of delivering 500 new affordable homes in the development pipeline between 2009 and 2014 is currently being progressed. This reduced target reflects the downturn in the housing market and the economic recession.
The ‘development pipeline’ means
- Schemes with outline or full planning permission
- Schemes on allocated sites in the Local Plan
- Schemes on sites where residential development has been established in principle – e.g. Rural Exception Sites, Babergh DC Land
Our downloadable Affordable Housing Pipeline (PDF, 17Kb) shows all the schemes that meet the above criteria, and which should complete in the period 1st April 2009 to 31st March 2014.
Although we have a new target for the period 2009 to 2014 we are still bringing forward new starts from the 2004 to 2009 target of 700 new affordable homes, so we will be reporting on both pipelines for the time being.
Our latest calculations show for the 2004-2009 target, that as at 31 March 2009 we have 758 units completed, under construction, or with planning permission. The following document shows how this has been achieved.

Babergh Regeneration SchemesAppraisals of the council’s landholdings and housing stock have been carried out, and continue to be on an ongoing basis.
This work has resulted in development opportunities being identified, and the regeneration and change of use of land and buildings being progressed.
