Annual Monitoring Report (AMR)

Summary

The Annual Monitoring Report is used to assess progress on the delivery of the Local Development Framework (LDF) and to review policy effectiveness.

As part of the new planning system, the Council must now produce an annual monitoring report. Broadly speaking, this is to measure the performance of its Development Plans and in particular, whether these are delivering sustainable development. The AMR will also measure the Council’s performance in producing these plans.

The monitoring report can act as a trigger for future changes, such as revisions to the programme for producing new Plans (the Local Development Scheme) or for changes in policy direction. Whilst setting out a record of what has happened in planning and development terms, over the previous financial year, the AMR also provides a picture of when and how housing development is anticipated to be delivered over the lifespan of the prevailing Plan of the time, through a ‘Housing Trajectory’. Each AMR will be produced before the end of DeceMber to cover the period of the preceding financial year (1st April – 31st March).
