Town Centres and Retailing 

Summary

In support of the formulation of a planning policy framework for the District the Council has received, commissioned, undertaken and will undertake further retail studies as necessary.

The Babergh District Retail Study and the Town Centre Health Checks will provide the basis for future retail / town centre strategies within the district and form part of the essential evidence base to support the planning policy framework for the district, known as the Babergh Development Framework.

Babergh District Council has recently completed significant research work in relation to the town centres and retailing in the district. The work consists of three main elements: 

  • An 'up-to-date' Town Centre Health Check for Sudbury and Hadleigh. Produced 'in-house' by the Council, these health checks provide a general  assessment as to how well these two town centres are faring.
  • A comprehensive Retail Capacity Study for the district, focussing mainly on Sudbury and Hadleigh. Carried out by independent, specialist consultants (and published in 2008), this study is essentially an assessment of what further needs for new retail provision are likely to arise in the period up to 2021.
  • A number of other assessments conducted and submitted to aid the assessment of some substantial retail planning applications in Sudbury and Hadleigh. An external assessment has also been carried out for Sudbury town centre to promote progress for the Hamilton Road Quarter redevelopment scheme.
