The three licensing objectives which guide the way that the Commission and licensing authorities perform their functions and the way that gambling businesses carry on their activities, are:
Babergh and Mid Suffolk District Councils have both adopted their local licensing gambling policy ‘which is called a statement of principles’ as required by the Gambling Act 2005. The new edition is the fourth such document since the Act began in 2007. Each new policy is subject to a period of consultation before the Council can adopt the new policy taking into account any comments received. The consultation for the fourth edition took place between August and October 2015, with each Council adopted their respective policy which replaced the third edition from 31 January 2016 and effective until 30 January 2019 (unless sooner revised).
This policy document must be reviewed every three years (and sooner if reasonably necessary), covers the higher level principles the Licensing Authority will be guided by when dispensing functions under the 2005 Act. The document does not stand alone, and shall be applied alongside statutory Gambling Commission guidance (as may from time to time be revised) and the requirements of the Act and Regulations.
