Economic Strategy

Like all economic development strategies, our aim is to support business and commerce to be the best they can be and so their impact and success is positively felt within our districts in terms of jobs, homes, prosperity and well-being.

Our District Councillors have (in February 2018) endorsed a joint Babergh and Mid Suffolk document, our Open for Business Strategy, to help communicate our thinking and approach in support of economic growth. Our thinking is very much shaped by the conversations we have with our businesses, communities and our broad network of partners, as well as our evidence base. We share many of the same challenges, shorter term targets and longer term aspirations and can only deliver success by working effectively together. Our strategy is not led, or complete, by producing a document but it is necessary to express key information, our guiding principles and intentions to a range of audiences.

We’ve set out key economic growth and productivity challenges, priorities and actions which when combined with the work of our partners and communities will make a difference - not just at local level but by contributing towards county and regional growth aspirations and priorities (focusing both shorter term over next 4 years but also longer term objectives).

The positive impacts we can have must be shaped and sharpened by our engagements and interventions with our businesses and our delivery partners.

It is how we work as well as what we do.

To make that difference our Councils realise that difficult decisions and fine balances will be necessary and risks must be taken to secure future economic success and realise the broader prosperity and well-being benefits that will bring to our people and places. Sometimes these decisions will be significant and bold, at other times be incremental and cumulative. We are positive about our leadership in this regard and will not resist taking actions simply because ‘we have never done it that way before’. Our thinking and approach is very much outward facing, collaborative and ‘Open for Business’. 

We will support inclusive growth across our joint authority areas - by being flexible towards the needs and scale of different business sectors, making smarter interventions and seeking to find solutions. We are committed to:
Promoting our ‘Open for Business’ ethos at every opportunity to deliver our Joint Strategic Plan by aligning this framework with other Council strategies, policies and functions (planning, investment, spatial, housing, environmental and regulatory).

  • Supporting, with our partners, businesses of all sizes and across all sectors, wherever they are located in BMS.
  • Encouraging a culture of entrepreneurism and supporting new start-up businesses.
  • Supporting, with our partners, our existing businesses to establish, survive, grow and improve their productivity and competitiveness.
  • Welcoming and supporting larger businesses looking to relocate or expand in our areas, including by ensuring that our emerging Joint Local Plan has sufficient employment site allocations to enable this
  • Developing our investment strategy to join-up investment in land and property, development and regeneration projects to provide sustainable business growth options.
  • Championing the business community of BMS on the regional, national and international stage to promote growth and trade locally and boost inward-investment.
  • Obtaining and maintaining intelligence and baselines of evidence for tailoring/adapting and justifying our offer. Working with our partners on effective use, collation and analyses of data to inform strategies and actions which deliver growth.
  • Developing a marketing and brand-building strategy for Mid Suffolk and Babergh, in collaboration with others, promoting our offer to domestic and overseas investors and visitors.
  • Developing our digital functionality and content to enable easier access to relevant and targeted information (including sectoral and transactional)
  • Publishing information and intelligence that businesses can use to inform growth and investment decisions.
  • Ensuring there is continuing councillor and officer development and closer working to best serve our businesses - developing training, expertise and locality knowledge.
