Statement of Licensing Principles

Licensing objectives

The three licensing objectives, which guide the way that the Commission and licensing authorities perform their functions and the way that gambling businesses carry out their activities, are:

  1. Prevent gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime
  2. Ensure that gambling is conducted in a fair and open way; and
  3. Protect children and other vulnerable adults from being harmed or exploited by gambling

Gambling Act 2005 'Statement of Principles' documents

Babergh and Mid Suffolk District Councils have both adopted their local licensing gambling policy, known as a 'statement of principles’, as required by the Gambling Act 2005.

The new edition is the sixth such document since the Act began in 2007. 

Each new policy is subject to a period of consultation before the Council can adopt it, taking into account any comments received. 

The consultation for the sixth edition took place between August and November 2021, with each Council.

This policy document must be reviewed every three years or sooner and covers the principles the Licensing Authority will be guided by, when performing the functions under the 2005 Act.

The document shall be applied alongside statutory Gambling Commission guidance, as well as the requirements of the Act and its Regulations.
