Drinkstone Neighbourhood Plan
The Drinkstone Neighbourhood Development Plan (NDP) is being prepared by Drinkstone Parish Council and the local community. When completed, it will be used to help guide and shape future development in the parish.
Local Referendum and implications of Coronavirus Act 2020 (last updated 17 June 2020)
On 9 June 2020, Mid Suffolk’s Cabinet committee agreed that the Drinkstone NDP should proceed to a local referendum. That decision was made following confirmation that the Parish Council had already modified their Plan in accordance with the Examiners recommendations. The decision to proceed to a referendum is further confirmed through publication of the following Decision Statement.
The Coronavirus emergency and regulations linked to the Coronavirus Act 2020 mean that no referendum can take place until May 2021 at the earliest, although the Government also remain committed to keeping those regulations under review. We will do the same and will confirm the Referendum date as soon as we are able to do so. However, that delay does not prevent us from publishing the Referendum version of this Plan so that it can be referred too in the meantime when determining relevant planning applications:
Reg 17 Independent Examination (Final Report dated 24 Apr 2020)
Mid Suffolk District Council appointed Ann Skippers BSc (Hons) MRTPI FHEA FRSA AoU to carry out an independent examination of the Drinkstone NDP. The examination was conducted through written correspondence. On 24 April, the Examiner issued her final report. It recommends that, subject to modification, the Drinkstone NDP meets the basic conditions and that it should proceed to a local referendum.
A report on the above went to Mid Suffolk Cabinet on 9 June 2020. Planning guidance also provides advice on the weight to be be attached to a post-examination Plan.

Reg 16 Submission Consultation (16 Dec 2019 – 7 Feb 2020)
In accordance with Regulation 16 of The Neighbourhood Planning (General) Regulations, 2012 (as amended) the District Council undertook formal consultation on the content of the Drinkstone NDP to see if it fulfils the Basic Conditions as required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990 (inserted by the Localism Act 2011). The consultation period ran from Mon 16 December 2019 to Friday 7 February 2020.
Drinkstone Parish Council (the qualifying body) had formally submitted the following documents:
- A Map identifying the area to which the proposed NDP relates
- the draft Drinkstone NDP (Nov 2019) and other Supporting Documents
- a Consultation Statement, a Basic Conditions Statement and
- a Statement confirming that the Plan is unlikely to have significant environmental effects.
An assessment as to whether the Drinkstone NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner (see above). A initial check was undertaken to confirm that the relevant requirements had been met at this stage. View the Reg 15 Checklist.
Respondents were also reminded that their comments would be forwarded to the Independent Examiner and, with the exception of personal contact details, would be published on this website.
SEA / HRA Screening & Determination (Oct 2019)
The Pre-submission draft version of the NDP was assessed to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were required. The outcome of this exercise was that the need for an SEA Scoping Report and/or HRA Scoping Report were both 'screened-out'.
