The Stowupland Neighbourhood Development Plan (NDP) is being prepared by Stowupland Parish Council and, when completed, will be used to help guide and shape future development in the parish.

Local Referendum (Thursday 6 June 2019)

A local referendum was held on Thursday 6 June 2019 to decide if the Stowupland NDP should become part of this Councils Development Plan for the whole parish of Stowupland. The question that was asked of those entitled to vote was: "Do you want Mid Suffolk District Council to use the Neighbourhood Plan for Stowupland to help it decide planning applications in the Neighbourhood Plan Area?"

The Referendum result was declared on Friday 7 June 2019 - the result being a majority 'yes' vote in favour of adoption.

A report will now go to Full Council on 27 June 2019 with the recommendation that the Stowupland NDP be formally 'made' (adopted).

Independent Examination (Final Report 29 Jan 2019)

Mid Suffolk District Council appointed Ann Skippers MRTPI FRSA AoU to carry out an independent examination of the Stowupland NDP. The examination was conducted through written correspondence. On the 29 January, the Examiner issued her final report. It recommends that, subject to modification, the Stowupland NDP meets the basic conditions and that it proceed to a local referendum.

A report on the above went to the Councils Cabinet Meeting on 4 March 2019. Planning guidance also provides advice on the weight that can be attached to a post-examination draft NDP. 

Submission Consultation (19 Oct - 30 Nov 2018)

In accordance with Regulation 16 of The Neighbourhood Planning (General) Regulations, 2012 (as amended) the District Council undertook formal consultation on the content of the Stowupland NDP to see if it fulfils the Basic Conditions as required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990 (inserted by the Localism Act 2011). The consultation period ran from the 19 October 2018 to 30 November 2018. 

Stowupland Parish Council (the qualifying body) formally submitted the following documents:

An assessment as to whether the Stowupland NDP fulfils the Basic Conditions set out in the Regulations will be undertaken by an Independent Examiner (see above). A check was undertaken to confirm that the relevant requirements had been met at this stage. View the Regulation 15 Checklist

Respondents were also reminded that their comments would be forwarded to the independent examiner and, with the exception of personal details, they would be published on this website.

SEA / HRA Screening & Determination (Sept 2018)

The Pre-submission draft version of the NDP was assessed to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were required. The outcome of this exercise was that the need for an SEA Scoping Report and the need for an HRA Scoping Report were both 'screened-out'. A copy of the relevant reports and Notices of Determination are published below:

Pre-submission Consultation (14 Jun - 27 Jul 2018)
