Suffolk Local Code of Conduct


Babergh and Mid Suffolk District Councils have adopted the Suffolk Local Code of Conduct .

The Code took effect from 1 July 2012 and sets out the standards of conduct required of all our District Councillors.

Each Parish Council is also required to adopt its own Code of Conduct. Please refer to a Parish Council for a copy of its Code of Conduct.


Making a complaint about the conduct of a District or Parish Councillor

From 1 July 2012 the Monitoring Officer for the District became responsible for considering complaints that a District or Parish Councillor within the District may have breached their Code of Conduct.

The Monitoring Officer considers complaints in consultation with an independent person appointed by the District Council. Babergh and Mid Suffolk have appointed a pool of independent persons who may be consulted by the Monitoring Officer on complaints.

Our independent persons are:

  • Hazel Clark
  • Carey Godfrey
  • Susannah Westwood

The Monitoring Officer can only deal with complaints about the behaviour of a Councillor which are covered by the Council's Code of Conduct. The Code of Conduct only applies to a Councillor whilst undertaking his/her functions as a Councillor. It does not apply to a Councillor acting in their personal capacity.

What happens after you make a complaint?

An initial assessment of the complaint will be made by the Monitoring Officer to check:

  • It is a complaint against a Councillor who is covered by a Code of Conduct within Babergh or Mid Suffolk
  • The Councillor was in office at the time of the alleged conduct
  • It is clear that if the complaint is proven it would be a breach of the general obligations in the Local Code of Conduct
