Apply for Right to Buy

If you would like to buy your council home under the Right to Buy scheme, you will need to download and fill out the following forms:

  1. Notice claiming the Right to Buy (RTB1 form)
  2. Right to Buy additional information and declaration (RTB1A form)
  3. Right to Buy property questionnaire

Once completed, the forms need to be submitted to us. 

Please note that your application will not be processed if we do not receive all three forms, alongside any relevant supporting documents (for example, photo ID or proof of address). Your application will be incomplete, and we will deny or withdraw it.

We will also need proof of where the money you will use to purchase your home has come from.

What happens next

Your application will be processed within the timescales set out by the government.

Once we have received your three application forms and any supporting documents, we will send you an admittance or denial notice within four weeks (provided that no further evidence is needed). It will be sent to you within eight weeks if you have previously been a tenant of another landlord.

If we need any further evidence, you will need to supply this to us within 28 days of our receiving your application.

Offer notices

If we accept your application, we will contact you to arrange an inspection. This is so that we can value your home.

We then have:

  • eight weeks, if your property is a house
  • twelve weeks, if your property is a flat

to send you a Section 125 offer notice. This document will tell you the price of the property, and the discount you are entitled to.

If your home is a flat, the notice will also detail any proposed service charges and maintenance costs that you will have to pay.

State your intentions

Once you have received your offer notice, you have twelve weeks to tell us if you would like to buy your home or not. 

If you would like to buy, you will need to send us your notice of intention, which will let us know who your solicitors are.

We will ask you to confirm how you are funding the purchase. If you’re applying for a mortgage, we will need to see the offer from the mortgage company.

If you decide not to go ahead with the purchase of your home, you will need to send us your withdrawal notice.

If you do not reply

If we do not hear from you within twelve weeks, we will issue you a 28 day notice which will ask you to return the relevant paperwork back to us (depending on your decision).

If you do not reply within 28 days, your application will be withdrawn and cancelled.
