Assington Neighbourhood Plan
The Assington Neighbourhood Development Plan (NDP) is being prepared by Assington Parish Council and the local community. When completed, it will be used to help guide and shape future development in the Plan's area.
Reg 17 Independent Examination (Nov 2020)
Babergh District Council (BDC) have appointed Ann Skippers BSc (Hons) MRTPI FHEA FRSA AoU to carry out an independent examination of the Assington NDP.
The examination has started and further updates will be published below as and when appropriate.
The Neighbourhood Planning Independent Examiner Referral Service (NPIERS) published fresh guidance in 2018. It gave NDP groups the opportunity to view and comment on representations made at the Reg 16 stage.
Reg 16 Submission Consultation (24 Aug 2020 – 16 Oct 2020)
BDC carried out formal consultation on the submitted Assington NDP to see if it fulfils the Basic Conditions that NDPs need to meet. These Conditions are required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990.
This was in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended). The consultation period ran from Mon 24 August until Fri 16 October 2020.
Assington Parish Council (as the qualifying body) had formally submitted the following documents:
- A Map identifying the area to which the proposed NDP relates
- The submission draft Assington NDP [Note: Large file]
- A Consultation Statement
- A Basic Conditions Statement
- Copies of the Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) Determination Notices which confirm that the Plan is unlikely to have significant environmental effects.
- and a number of Supporting Documents
An assessment as to whether this NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner. An initial check was undertaken to confirm that the relevant requirements had been met at this stage. View the Regulation 15 Checklist
Respondents were also reminded that their comments would be forwarded to the Independent Examiner and published on this website. This is with the exception of personal contact details.
SEA/HRA Screening & Determination (May 2020)
The Pre-submission draft version of the NDP was screened to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were needed. The outcome was that the need for an SEA Scoping Report and/or HRA Scoping Report was 'screened-out'.
