The Chelmondiston Neighbourhood Development Plan (NDP) - the 'Chelpin Plan' - has been prepared by the Parish Council and local community, and will now be used to help guide and shape future development in the parish.
In an ‘out of meeting’ decision published on 2 March 2022, Babergh District Council agreed to adopt ('make') the Chelpin Plan.
This NDP, which covers the plan period to 2036, now forms part of the development plan and will be used to help decide planning applications in the parish unless material considerations indicate otherwise.
The following documents act as supporting evidence for the adopted NDP:
A local referendum on the Chelpin Plan was held on 24 February 2022. The question asked of those entitled to vote was: 'Do you want Babergh District Council to use the Neighbourhood Plan for Chelmondiston to help it decide planning applications in the Neighbourhood Plan Area?'
On 5 July 2021, Babergh’s Cabinet Committee agreed that, subject to modification, the Chelpin Plan should proceed to a local referendum.
Babergh District Council appointed Janet Cheesley BA (Hons) DipTP MRTPI to carry out an independent examination of the Chelpin Plan. The examination was conducted through written correspondence.
On 19 May 2021, the Examiner issued her final report. It recommended that, subject to modification, the Chelpin Plan meets the basic condition tests and should proceed to a local referendum.
The submission draft Chelpin Plan was published for consultation between 15 February and 9 April 2021.
The parish council (the Qualifying Body) had formally submitted the following documents:
An assessment on how this NDP met the basic condition tests formed part of the examination. At the time of submission, our initial checks suggested that the relevant procedural requirements had been met. View the Regulation 15 Checklist
Respondents were also reminded that their comments would be forwarded to the examiner and, with the exception of personal details, be published on this website. The parish council were also given the opportunity to respond to new issues raised but confirmed that they had no further comment to make.
Pre-submission consultation on the draft NDP ended on 1 September 2020.
A working draft of the Chelpin Plan was screened to determine whether a Strategic Environmental Assessment (SEA) and or a Habitats Assessment (HRA) were required. Both were 'screened-out'. The relevant reports and notices are published below:
