The Shimpling Neighbourhood Development Plan (NDP) is being prepared by Shimpling Parish Council and the local community. When complete, it will be used to help guide and shape future development in the designated plan area.

Reg 16 Submission consultation (ended 4 Sept 2026)
The Shimpling NDP was submitted to Babergh District Council in late May 2026 and was made available for public consultation between 13 July and 4 September 2026. A list of the submitted documents appears below:
- A map identifying the Shimpling NDP Area
- The submission draft Shimpling NDP 2025 - 2037
- A Consultation Statement
- A Basic Conditions Statement
- A Design Guidelines & Codes document (AECOM, July 2024)
- A Landscape Appraisal (May 2025) - considers Character, Sensitivity and Key Views
- A Residents' Survey Results document
- Copies of the SEA and HRA Screening Reports (LUC, Feb 2026) and our Determination Notice (Mar 2026), which are published further below.
An assessment on how this NDP meets the basic condition tests will form part of the examination. Our initial checks suggest that the relevant procedural requirements have been met. See our Regulation 15 Checklist.
Respondents were reminded that their comments could not be treated as confidential and that, with the exception of personal; contact details, that they would be published on this webpage at the end of the consultation period. The Parish Council have been invited to review these representations and to respond if they wish to do so to any newly raised issues.

SEA/HRA Screening and Determination (Mar 2026)
The pre-submission draft Shimpling NDP was screened to determine whether a Strategic Environmental Assessment (SEA) and or a Habitats Assessment (HRA) were required. Both were 'screened out'. The relevant reports and our determination notice are published below:
