The Leader of the Council may delegate executive powers directly to an individual Portfolio Holder rather than such decisions being made by the Cabinet (as set out in Part 1 of the Constitution).
Decisions taken by delegation of a Portfolio Holder will be subject to normal decision procedures in accordance with the Constitution.
